Thompson’s Station Greenway Phase 2

The Town of Thompson’s Station (the Town), in coordination with the Tennessee Department of Transportation (TDOT) and the Federal Highway Administration (FHWA), herein issues a public notice of their intent to file a Determination of Section 4(f) De Minimis Use related to the use of land associated with Preservation Park (including the Battlefield Trail and Railroad Trail) for the construction of the Thompson’s Station Greenway Phase 2 project in Williamson County, Tennessee.
The proposed Phase 2 of the Thompson’s Station Greenway would connect the Nutro Dog Park to the existing trailhead at Preservation Park for a total project length of approximately 1.66 miles. Specifically, the Build Alternative would begin where the existing Thompson’s Station Greenway Phase 1 ends, southwest of Nutro Dog Park, and would cross underneath the existing railroad tracks and run parallel to the existing railroad tracks in a southwest direction for approximately 3,100 feet. The alignment would then turn slightly west to navigate through the existing terrain of Preservation Park. At approximately 800-feet north of Thompson’s Station Road West, the alignment would turn south to connect to the existing Preservation Park trailhead parking.
The Build Alternative would consist of a 10-foot-wide asphalt path, that would meet the pedestrian facility design standard in the TDOT Design Guidelines as well as the American with Disabilities Act (ADA) design requirements. As part of the project, bench plazas would be installed at several locations along the greenway to provide a rest stop for recreational users.
To construct the proposed project, the Build Alternative would impact portions of Battlefield Trail and Railroad Trail within Preservation Park as described below and shown in the Section 4(f) Resources Map.
· Battlefield Trail – Approximately 700 feet of the trail on the southern end of the project would be detoured. A temporary path parallel to the existing alignment would be provided during construction. The temporary path would allow pedestrians to access the northern portions of Battlefield Trail along with the Hilltop Path and Depot Trail.
· Railroad Trail – Approximately 3,100 feet of the trail on the northern end of the project would be detoured. A temporary path parallel to the existing alignment would be provided during construction. Additionally, the existing tunnel at the connection with Phase 1 would remain open during construction. There are two locations along Railroad Trail where there would be a temporary loss of access (refer to the Section 4(f) Resources Map). At both locations, pedestrians would be redirected via signage back (north) towards Independence High School or back (south) towards Preservation Park trailhead.
Please note that no impacts to the remaining trails (Hilltop Path and Depot Trail) within Preservation Park are anticipated as a result of the proposed project. Additionally, there would be no impacts to the existing Preservation Park pavilions/restrooms or Preservation Park trailhead/parking lot on the southern end of the project.
This notice is in accordance with Title 23 of the Code of Federal Regulations (CFR), Section 774.5(b)(2), which requires public notice and concurrence in writing from the official with jurisdiction over the Section 4(f) resource that the project will not adversely affect the activities, features, or attributes that make the property eligible for Section 4(f) protection. In the case of this project, the Town of Thompson’s Station has been identified as the Official With Jurisdiction over Preservation Park and its associated trails.
